Trump just accelerated it, Obama put tariffs on Chinese solar panels first while saying America needs to "pivot to Asia" meaning pivot to containing China. That was the soft start of long "Trade war" but we associate it with Trump because only Trump owns it proudly. Biden was harsher than Trump's 1st term when it comes to trade wars but this time the difference is Trump started trade war with the entire globe.
