  1. I hate to say it but my money's on China. Their government is fully behind their lunar program, with the US it's compromised by short sighted politicians. Time will tell, but the US record on space exploration from the space shuttle forward to now is pretty substandard.

    China's Moon asperations are driven by science and commerce. The US's lunar asperations are driven by competition, ego and bragging rights.
