The most immediate issue I can see is that separatists cannot leave Transnistria because it is a breakaway province of Moldova, and Moldova and Ukraine will not allow passage through their territory. Both, for obvious reasons. So, Russians in Transnistria are stuck in Transnistria. Not prisoners and not denied commodities, but Putin could use this as an excuse to invade Moldova (non-NATO) and open a new front to Odesa in Ukraine.
I think the law is intended to reinforce the idea that Russians are opressed everywhere, in order to deter even more Russians from leaving the country. Russia certainly cannot afford to act on it, except maybe in very weak and isolated countries, or its own satelite-states.
