China’s ‘New Historical Starting Point’ Statement Signals Diplomatic Priorities with North Korea

Date:

China and North Korea have signaled a deepening of diplomatic ties, framing their relationship as entering a “new historical starting point” during recent high-level bilateral meetings. As both nations commemorate the 75th anniversary of their diplomatic relations, Beijing seeks to balance its strategic partnership with Pyongyang against its broader global economic interests. While China aims to counter Western security alliances in the Indo-Pacific, it remains cautious of North Korea’s escalating nuclear provocations and its growing military alignment with Russia, prioritizing regional stability.

  • China and North Korea marked the 75th anniversary of diplomatic relations with high-level delegation visits, declaring a “new chapter” in their bilateral alliance.
  • Beijing’s primary strategic priority remains maintaining stability on the Korean Peninsula to prevent potential border conflict or refugee crises.
  • China is balancing its support for Pyongyang with its own global economic interests, seeking to avoid severe economic sanctions or further isolation from Western markets.
  • The growing military cooperation between North Korea and Russia has created diplomatic complexity for China, which seeks to avoid the appearance of a hardline Beijing-Moscow-Pyongyang axis.
  • Despite concerns over Pyongyang’s nuclear ambitions, China remains North Korea’s most vital economic partner and diplomatic shield on the international stage.

  2. Two things.

One, Kim Il Sung's decision for North Korea to invade South Korea in 1950 caused one of the biggest headaches for the CCP that persists today as the awkward "Two Chinas" conundrum.

In 1949, the CCP defeated the KMT on the mainland and declared their creation of a "New China", the PRC. The decision to create a new national identity was not initially favoured by Mao, but they went ahead anyway for many reasons, including distancing themselves from the corrupt KMT regime, and rendering previous ROC debt obligations null and void. A strong motivation for this hasty act is their spectacular military success against the KMT so far; the CCP felt that Taiwan would be captured soon. In fact, by May 1950, the CCP had successfully captured Hainan Island, which by comparison is a whopping 95% of Taiwan's land area, in only two weeks! Taiwan seem doomed to fall next.

Unfortunately, Kim Il Sung's invasion of South Korea in June 1950 triggered UNSC Resolution 82, which brought in the involvement of the USA. Within two days, Harry Truman sent the US 7th Fleet to the Taiwan Strait to prevent the PRC from attacking Taiwan, ruining CCP's plans. What might have been just weeks of conquest, became a stalemate that lasts until today, 76 years later. Since the ROC was not fully defeated, the PRC became entangled in this awkward narrative of trying to prove itself as the only legitimate China.

Two, Ukraine was a strong supporter of the PRC before 2022. Ukraine provided the incomplete hull of the Soviet aircraft carrier Varyag to the PRC in 1998, which became the key starting point for the PRC's aircraft carrier programme. Ukraine provided vital shipbuilding and aviation technologies to them. Ukraine joined PRC's Belt and Road Initiative in 2017, welcoming their investment and development capital.

However, during Russia's full scale invasion of Ukraine in 2022, PRC sided with Russia instead of Ukraine. PRC's state and social media produced huge amounts of propaganda blaming Ukraine for the war, saying that it was NATO's eastward expansion that "caused" the Russians to invade. PRC also supported Russia by buying their oil and gas, and providing dual use civilian-military equipment to them.

In late 2024, Kim Jong Un decided to send North Korean soldiers to help Russia fight Ukraine. Up till now, North Korea has deployed up to 15,000 troops there, with a staggering death rate of nearly 30%. In exchange, NK received food, money and military technology from Russia.

The actions by PRC and NK clearly put them on the opposing side to Ukraine. You can be sure that PRC's lauding of "new historical starting point" with NK will be watched very closely by Ukraine: a country which is fast becoming the most capable and experienced in drone/AI warfare, in all human history.

  3.
