  1. It is the responsibility of the state to prevent attacks on it's neighbors from inside it's borders. When the state fails to do that, the neighbor has the freedom to ensure the safety of it's citizens thru any means necessary. Labonan failed to control Hezbhulla and it's citizens are paying the price.
