It's an issue California knows all too well. California has partnerships with power or utility providers to shut lines that are in high risk areas. That's just one thing among thousands of other big and small changes California has made. A very big impact that makes fighting wildfires economic in California is the use of convict firefighters (yes I know the EU doesn't have this but maybe a path to citizenship for immigrants, I've heard DW stories from time to time about that issue).
