Norway was an explicit no twice–once after going so far thru talks that they already designated their first member of the European Commission–and this clearly hasn't happened to them.

Very simple. Stay in EFTA, do not join EU. When entering EU you can never go back. You will loose both EFTA and EES if exiting, so you get stuck in EU then. Do not hand over your voice to a beaurucrat in Brussels. You will not be able to even decide minor things without "harmonizing" your laws with EU law.
