Starmer and the UK is just following a difficult process. Say No, the UK upsets the UN and Mauritius. Say Yes He upsets the US and has to pay for a disappearing island over 99 years. Trump sort of lets him off the hook for 3 years, and kicks the Chagos issues down the road and into the long grass.
So sort of the best outcome for Britain.. All 3 parties need to agree.
