Successive political parties in Canada have made decisions that ensure Canada is locked into a subservient position vs America.
Canada cannot put export tariffs on oil.. because Canada has nowhere else to send that oil. It has no refineries of it's own. It has no major East – West pipelines, the one it does have runs through America.
Canada can play the electricity export tariff card, but that is short sighted and one time.
Canada needs to refine it's own products, and create value added goods from the minerals it mines and the aluminum it smelts and the lumber it harvests, and then it needs to find markets other than America to send those products.
Oil and Gas, refined products.. that is easy, the world is begging for it right now, but Canada can't export it, because it never built the infrastructure to allow it to export at scale anywhere but America.
