Envision this, Our Prison System in terms of population is largely pear shaped, at the very top and down the neck is the Lifer and long term population, and in the middle section is a mix of long term and short term prisoners and bottom end (the largest and widest part of the pear shape) is the short term prison population. The British Prison System was never designed for the ever increasing long term and lifer populations it is currently having to deal with. An irony of the system is it's unstated reliance on the 'churn' of the short to medium term prisoners to keep the system running. In short RECIDIVISM is the life blood of the Prisons Estate. Lifer and long term prisoners need a far different and more stable prison regime than the 'Churn' of the current system can supply in order to bring to bear those programs or educational challenges that make certain that lifers and long term prisoners take responsibility for their crimes, own them and work towards reparation and reform. Something different is required for medium to short term prisoners if accountability, ownership and responsibility for offending is to happen and recidivism is to be addressed. The current "churn dependent" prison system isn't fit for purpose and the need for 'extra places' exposes the inadequacy in a brutal but truthful fashion.
