Unfortunately devolution is such a Micro strategy it will not generate significant growth, which is what is required. This strategy is to get the North vote. Do you notice that the largest organisations with the fastest growth are centralised running global operations, they are not decentralised apart from at the tactical and operational levels because you lose economies of scale.
